{"id":69028,"date":"2015-03-04T19:33:29","date_gmt":"2015-03-05T00:33:29","guid":{"rendered":"http:\/\/countingpips.com\/?p=69028"},"modified":"2015-03-04T19:43:10","modified_gmt":"2015-03-05T00:43:10","slug":"poland-says-monetary-easing-cycle-has-now-ended","status":"publish","type":"post","link":"https:\/\/www.investmacro.com\/forex\/2015\/03\/poland-says-monetary-easing-cycle-has-now-ended\/","title":{"rendered":"Poland says monetary easing cycle has now ended"},"content":{"rendered":"<div id=\"inves-1365471953\" class=\"inves-below-title-posts inves-entity-placement\"><div id =\"posts_date_custom\"><div align=\"left\">March 4, 2015<\/div><hr style=\"border: none; border-bottom: 3px solid black;\">\r\n<\/div><\/div><p>By <a href=\"http:\/\/www.centralbanknews.info\/\"><u>CentralBankNews.info<\/u><\/a><br \/>\n&nbsp; &nbsp; Poland&#8217;s central bank, which earlier today cut its monetary policy reference rate by 50 basis points to 1.50 percent, said it had now ended its monetary easing cycle.<br \/>&nbsp; &nbsp; The National Bank of Poland (NBP), which has cut its policy rate by 325 basis points since embarking on the easing cycle in November 2012, said today&#8217;s rate cut reflected the prolonged period of deflation and a significant risk that inflation would remain below its target in the medium term.<br \/>&nbsp; &nbsp; The NBP lowered its forecast for inflation in its latest projection to minus 1.0 to 0.0 percent in 2015 from the previous forecast from November of 0.4-1.7 percent.<br \/>&nbsp; &nbsp; For 2016 the inflation forecast was cut to minus 0.1-1.8 percent from the previous forecast of 0.6-2.3 percent. For 2017 the central bank forecast inflation of 0.1-2.2 percent.<br \/><span style=\"background-color: white;font-family: inherit\">&nbsp; &nbsp;&nbsp;<\/span><span style=\"background-color: white;font-family: inherit;line-height: 16px\">Polish consumer price inflation fell to minus 1.3 percent in January from minus 1.0 percent in December, the seventh consecutive month of deflation.<\/span><br \/><span style=\"font-family: inherit\"><span style=\"background-color: white;line-height: 16px\">&nbsp; &nbsp; Inflation has now been below the NBP&#8217;s target of 2.5 percent for 26 months and below the lower bound of its 1.5-3.5 percent tolerance range since February 2013.<\/span><\/span><br \/><span style=\"font-family: inherit\"><span style=\"background-color: white;line-height: 16px\"><br \/><\/span><\/span><span style=\"background-color: white\"><span style=\"font-family: inherit\"><span style=\"line-height: 16px\">&nbsp; &nbsp; The&nbsp;<\/span><\/span><span style=\"line-height: 16px\">National<\/span><span style=\"font-family: inherit\"><span style=\"line-height: 16px\">&nbsp;Bank of Poland issued the&nbsp;<\/span><\/span><span style=\"line-height: 16px\">following<\/span><span style=\"font-family: inherit\"><span style=\"line-height: 16px\">&nbsp;statement:<\/span><\/span><\/span><br \/><a name='more'><\/a><\/p>\n<p><span style=\"font-family: 'Palatino Linotype'\">ebruary 2015 (projection cut-off date)&nbsp;<\/span><span style=\"font-family: 'Palatino Linotype'\">\u2013&nbsp;<\/span><span style=\"font-family: 'Palatino Linotype'\">there is a 50-percent probability that the annual price growth will be in the range of &#8211;<\/span><span style=\"font-family: 'Palatino Linotype'\">1.0\u00f70.0% in 2015 (as compared to 0.4\u00f71.7% in the November 2014 projection),&nbsp;<\/span><span style=\"font-family: 'Palatino Linotype'\">&#8211;<\/span><span style=\"font-family: 'Palatino Linotype'\">0.1\u00f71.8% in 2016 (as compared with 0.6\u00f72.3%) and 0.1\u00f72.2% in 2017.&nbsp;<\/span>&nbsp; <\/p>\n<p><\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"layoutArea\">\n<div class=\"column\">     <span style=\"font-family: 'Palatino Linotype,Bold'\">&#8220;The Council decided to decrease NBP interest rates by 0.5 percentage points to: <\/span><br \/>      <span style=\"font-family: Wingdings\">\uf0a7 <\/span><span style=\"font-family: 'Palatino Linotype'\">reference rate to 1.50% on an annual basis; <\/span><span style=\"font-family: Wingdings\">\uf0a7 <\/span><span style=\"font-family: 'Palatino Linotype'\">lombard rate to 2.50% on an annual basis;<br \/><\/span><span style=\"font-family: Wingdings\">\uf0a7 <\/span><span style=\"font-family: 'Palatino Linotype'\">deposit rate to 0.50% on an annual basis;<br \/><\/span><span style=\"font-family: Wingdings\">\uf0a7 <\/span><span style=\"font-family: 'Palatino Linotype'\">rediscount rate to 1.75% on an annual basis. <\/span><br \/>      <span style=\"font-family: 'Palatino Linotype'\">The rise in global economic activity remains moderate, although the situation varies across countries. In the euro area, GDP growth remains low despite a slight acceleration in 2014 Q4. In the United States, economic growth is significantly higher than in the euro area, though it slowed down somewhat in 2014 Q4. In the largest emerging market economies, including China, GDP growth remains low as for these countries, and in Russia it has probably slid below zero. <\/span><br \/><span style=\"font-family: 'Palatino Linotype'\"><br \/><\/span>      <span style=\"font-family: 'Palatino Linotype'\">Since the previous Council meeting, oil prices have increased slightly, but remained far lower than in previous years. At the same time, the prices for other commodities, including agricultural products, continued to decrease. The fall in commodity prices amid moderate global economic growth has been adding to a deceleration in price growth in many countries, and has been deepening deflation in most European countries. At the same time, the fall in commodity prices is supporting economic growth in countries that are net commodity importers. <\/span><br \/><span style=\"font-family: 'Palatino Linotype'\"><br \/><\/span>      <span style=\"font-family: 'Palatino Linotype'\">Major central banks have kept their interest rates at historical lows. The European Central Bank is starting to purchase government bonds, while the majority of non-euro area central banks have eased their monetary policies, also by lowering interest rates. <\/span><br \/><span style=\"font-family: 'Palatino Linotype'\"><br \/><\/span>      <span style=\"font-family: 'Palatino Linotype'\">In Poland, the pace of economic growth in 2014 Q4 slowed down slightly, but stayed close to 3%. GDP growth remained stable due to further rise in consumer demand and still high, despite some deceleration, investment growth. Meanwhile, lending growth was stable and labour market conditions continued to improve. The seasonally-adjusted unemployment rate has been declining driven to a large extent by rising employment. At the same time, the uncertainty about demand outlook continues to contain economic activity in Poland. <\/span><br \/><span style=\"font-family: 'Palatino Linotype'\"><br \/><\/span>      <span style=\"font-family: 'Palatino Linotype'\">Despite improving labour market, wage growth in the economy remains moderate which indicates low wage pressure. Moderate wage growth, the fall in global commodity prices and no demand pressure, all contribute to deepening deflation, both in terms of consumer and producer prices. Inflation expectations of enterprises and households remain very low.<\/span><br \/><span style=\"font-family: 'Palatino Linotype'\"><br \/><\/span>          <\/p>\n<div class=\"page\" title=\"Page 2\">\n<div class=\"layoutArea\">\n<div class=\"column\">     <span style=\"font-family: 'Palatino Linotype'\">The Council became acquainted with the projection of inflation and GDP prepared by the Economic Institute, which is <\/span><span style=\"font-family: 'Palatino Linotype'\">one of the inputs to the Council\u2019s decision<\/span><span style=\"font-family: 'Palatino Linotype'\">s on NBP interest rates. In line with the March projection based on the NECMOD model <\/span><span style=\"font-family: 'Palatino Linotype'\">\u2013 <\/span><span style=\"font-family: 'Palatino Linotype'\">prepared under the assumption of unchanged NBP interest rates and taking into account data available until 17 February 2015 (projection cut-off date) <\/span><span style=\"font-family: 'Palatino Linotype'\">\u2013 <\/span><span style=\"font-family: 'Palatino Linotype'\">there is a 50-percent probability that the annual price growth will be in the range of &#8211;<\/span><span style=\"font-family: 'Palatino Linotype'\">1.0\u00f70.0% in 2015 (as compared to 0.4\u00f71.7% in the November 2014 projection), <\/span><span style=\"font-family: 'Palatino Linotype'\">&#8211;<\/span><span style=\"font-family: 'Palatino Linotype'\">0.1\u00f71.8% in 2016 (as compared with 0.6\u00f72.3%) and 0.1\u00f72.2% in 2017. At the same time, the annual GDP growth <\/span><span style=\"font-family: 'Palatino Linotype'\">rate <\/span><span style=\"font-family: 'Palatino Linotype'\">\u2013 <\/span><span style=\"font-family: 'Palatino Linotype'\">in line with this projection <\/span><span style=\"font-family: 'Palatino Linotype'\">\u2013 <\/span><span style=\"font-family: 'Palatino Linotype'\">will be with a 50-<\/span><span style=\"font-family: 'Palatino Linotype'\">percent probability in the range of 2.7\u00f74.2% in 2015 (as compared with 2.0\u00f73.7% in the November 2014 projection), 2.2\u00f74.4% in 2016 (as compared with 1.9\u00f74.2%) and 2.4\u00f74.6% in 2017. <\/span><br \/><span style=\"font-family: 'Palatino Linotype'\"><br \/><\/span>      <span style=\"font-family: 'Palatino Linotype'\">Taking into account prolonging deflation and a significant increase in risk of inflation remaining below the target in the medium term, as indicated by the March projection, the Council decided to decrease NBP interest rates.
