{"id":60427,"date":"2014-09-16T06:48:22","date_gmt":"2014-09-16T10:48:22","guid":{"rendered":"http:\/\/countingpips.com\/?p=60427"},"modified":"2014-09-16T06:48:22","modified_gmt":"2014-09-16T10:48:22","slug":"why-chinas-insatiable-appetite-for-coal-has-likely-peaked","status":"publish","type":"post","link":"https:\/\/www.investmacro.com\/forex\/2014\/09\/why-chinas-insatiable-appetite-for-coal-has-likely-peaked\/","title":{"rendered":"Why China&#8217;s Insatiable Appetite For Coal Has Likely Peaked"},"content":{"rendered":"<div id=\"inves-1064357811\" class=\"inves-below-title-posts inves-entity-placement\"><div id =\"posts_date_custom\"><div align=\"left\">September 16, 2014<\/div><hr style=\"border: none; border-bottom: 3px solid black;\">\r\n<\/div><\/div><p>By OilPrice.com<\/p>\n<p>A recent <a href=\"http:\/\/m.greenpeace.org\/eastasia\/high\/news\/blog\/chinas-coal-use-might-just-have-dropped-first\/blog\/50204\/\" target=\"_blank\">report<\/a> from Greenpeace found that China&#8217;s coal consumption declined in the first half of this year and new Chinese government data suggests that the country&#8217;s coal imports have <a href=\"http:\/\/www.huffingtonpost.com\/justin-guay\/chinas-coal-imports-drop_b_5799552.html\" target=\"_blank\">dropped<\/a>. Estimates indicate that by the end of the year, China&#8217;s coal imports could be 8 percent below 2013 levels.<\/p>\n<p>China imported 18.86 million tonnes of coal in August, the <a href=\"http:\/\/www.reuters.com\/article\/2014\/09\/08\/china-economy-trade-commodities-idUSL3N0R90ND20140908\" target=\"_blank\">lowest level<\/a> since September 2012.<\/p>\n<p>Part of the reduced demand is due to a slowing Chinese economy. After years of double-digit growth rates, China&#8217;s GDP expanded by just 7.7 percent in 2013, and it could <a href=\"http:\/\/qz.com\/261661\/if-oil-prices-stay-low-for-long-putin-and-opec-are-headed-for-trouble\/\" target=\"_blank\">struggle<\/a> to hit its 7.5 percent target this year. Some analysts are predicting an average growth rate of only 6 percent in the next few years.<\/p>\n<p>But a lower GDP growth rate is only part of the reason. As the Sierra Club&#8217;s Justin Guay points out, China may be beginning to &#8220;decouple&#8221; its growth from coal consumption. In 2013, a government <a href=\"http:\/\/www.latimes.com\/world\/asia\/la-fg-china-la-smog-policy-20140909-story.html#page=1\" target=\"_blank\">survey of<\/a> 74 Chinese cities found that all had pollution levels that exceeded levels the World Health Organization deems safe.<\/p>\n<p>&#8220;We will resolutely declare war against pollution as we declared war against poverty,&#8221; Premier Li Keqiang <a href=\"http:\/\/www.reuters.com\/article\/2014\/03\/05\/us-china-parliament-pollution-idUSBREA2405W20140305\" target=\"_blank\">said<\/a> in March. The plan calls for the closure of old and dirty steel, cement, and coal plants: An estimated <a href=\"http:\/\/www.reuters.com\/article\/2014\/04\/04\/china-coal-idUSL4N0MW2OJ20140404?feedType=RSS&amp;feedName=rbssEnergyNews\" target=\"_blank\">1,725 small-scale dirty coal plants<\/a> are expected to be shuttered. The government also declared it would spend <a href=\"http:\/\/www.latimes.com\/world\/asia\/la-fg-china-la-smog-policy-20140909-story.html#page=2\" target=\"_blank\">$275 billion<\/a> in the next three years to reduce pollution.<\/p>\n<p>China has also set up environmental courts, instituted fines for offenders of environmental standards, granted non-governmental organizations the right to sue polluters, and now requires the nation&#8217;s largest factories to disclose pollution data to the public.<\/p>\n<p>The efforts are starting to pay dividends, as evidenced by declining coal import levels. This is a major reason that international coal prices have reached their <a href=\"http:\/\/www.reuters.com\/article\/2014\/09\/08\/china-economy-trade-commodities-idUSL3N0R90ND20140908\" target=\"_blank\">lowest levels<\/a> in six years. And the low prices are not succeeding in stoking a resurgence in demand.<\/p>\n<p>And more declines could be coming, thanks to a series of proposed new laws. The central government <a href=\"http:\/\/timesofindia.indiatimes.com\/home\/environment\/pollution\/china-suggests-cap-on-coal-use-import-curbs-in-draft-air-pollution-law\/articleshow\/42168590.cms\" target=\"_blank\">released a draft version<\/a> of a law on Sept. 10 that amounts to an outright ban on coal with a high sulfur and ash content. This could significantly <a href=\"http:\/\/uk.reuters.com\/article\/2014\/09\/11\/column-russell-coal-asia-idUKL3N0RC17M20140911\" target=\"_blank\">hurt coal exporters<\/a>, like Australia and South Africa.<\/p>\n<p>The government is also seeking to <a href=\"http:\/\/coal.steelguru.com\/china\/16859\/china_to_introduce_policies_soon_to_cut_coal_output_this_year\" target=\"_blank\">cut coal production by 10 percent<\/a> because low demand is causing economic losses for 70 percent of China&#8217;s coal companies.<\/p>\n<p>Moreover, China is considering a permanent limit on the overall consumption of coal. The current five-year plan aims for consumption of 4.1 billion tonnes of coal in 2015, up from 3.7 billion tonnes in 2013. But in the next five-year plan, which will run from 2015-2020, China could cap its coal consumption at the same 4.1 billion tonnes-per-year level, and even ratchet it downwards.<\/p>\n<p>And in 2016, efforts to slash coal demand will likely only accelerate, considering China&#8217;s <a href=\"http:\/\/theweek.com\/article\/index\/267529\/is-china-leading-the-way-on-cap-and-trade\" target=\"_blank\">announcement<\/a> that it will introduce a nationwide cap-and-trade program. Details are murky, but if successfully implemented, major producers will be incentivized to improve efficiency and switch to cleaner sources of energy.<\/p>\n<p>As the world&#8217;s largest consumer of coal, as well as the world&#8217;s largest emitter of greenhouse gases, the significance of China&#8217;s policies on coal use cannot be overstated.
