{"id":145524,"date":"2019-04-10T08:36:13","date_gmt":"2019-04-10T12:36:13","guid":{"rendered":"https:\/\/www.countingpips.com\/?p=145524"},"modified":"2019-04-10T08:36:13","modified_gmt":"2019-04-10T12:36:13","slug":"ecb-april-meeting-preview-holding-steady-for-now","status":"publish","type":"post","link":"https:\/\/www.investmacro.com\/forex\/2019\/04\/ecb-april-meeting-preview-holding-steady-for-now\/","title":{"rendered":"ECB April Meeting Preview \u2013 Holding Steady, For Now"},"content":{"rendered":"<div id=\"inves-3791037578\" class=\"inves-below-title-posts inves-entity-placement\"><div id =\"posts_date_custom\"><div align=\"left\">April 10, 2019<\/div><hr style=\"border: none; border-bottom: 3px solid black;\">\r\n<\/div><\/div><p><strong>By <\/strong><a href=\"https:\/\/www.orbex.com\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Orbex<\/strong><\/a><\/p>\n<p>The European Central bank will be holding its monetary policy meeting tomorrow.\u00a0<strong>President Mario Draghi and the governing council will be keeping monetary policy unchanged.<\/strong><\/p>\n<p>This comes as the central bank announced policy changes at the previous meeting in March.\u00a0<strong>The ECB started a new round of cheap financing for banks in order to provide more liquidity into the markets<\/strong>.<\/p>\n<p>The new cheap loans come as the ECB ended its\u00a0<a href=\"https:\/\/www.orbex.com\/blog\/en\/2018\/12\/ecb-ends-its-qe-program\" target=\"_blank\" rel=\"noopener noreferrer\">Quantitative Easing policy<\/a>\u00a0in December last year, hoping that it would follow through with rate hikes later this year. But a surprise downturn in the economy saw the ECB taking another look at its monetary policy.<\/p>\n<figure id=\"attachment_79694\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.orbex.com\/blog\/wp-content\/uploads\/2019\/04\/EURR002W-Index-ECB-Main-Refinan-2019-04-05-10-29-30.png\" target=\"_blank\" rel=\"noopener prettyphoto noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-79694 size-full b-loaded\" src=\"https:\/\/www.orbex.com\/blog\/wp-content\/uploads\/2019\/04\/EURR002W-Index-ECB-Main-Refinan-2019-04-05-10-29-30.png\" alt=\"ECB Main Refinancing rate\" width=\"1360\" height=\"536\" \/><\/a><figcaption class=\"wp-caption-text\">ECB Main Refinancing rate<\/figcaption><\/figure>\n<p><strong>Officials are currently mulling over the slowdown<\/strong>. Recently, some leading economic institutes in Germany cut the growth forecasts for the eurozone\u2019s leading economy. The cut in growth reflects the overall slower pace of growth for the eurozone.<\/p>\n<p><strong>Economists have been blaming the\u00a0<a href=\"https:\/\/www.orbex.com\/blog\/en\/2019\/03\/oecd-slashes-world-growth-forecasts\" target=\"_blank\" rel=\"noopener noreferrer\">wider global slowdown<\/a>\u00a0and the trade tensions between the United States and China<\/strong>. Here\u2019s a quick summary of the events:<\/p>\n<ul>\n<li>Final\u00a0<strong>manufacturing PMI stays below the 50-level<\/strong>\u00a0for a second consecutive month at 47.5<\/li>\n<li>Flash inflation estimates show headline CPI rose just\u00a0<strong>4% on the year in March<\/strong>, while\u00a0<strong>core inflation rate grew just 0.8%.<\/strong>\u00a0Inflation in March was significantly weaker than the previous month<\/li>\n<li><strong>Final services PMI surprises to the upside<\/strong>, rising to 53.3 and coming out higher than the initial flash estimates<\/li>\n<li><strong>Retail sales rise 0.4%<\/strong>\u00a0in February, marking two consecutive months of increase<\/li>\n<li><strong>Germany\u2019s industrial production rises 0.7%<\/strong>\u00a0following an unchanged print from the month before<\/li>\n<li><strong>German factory orders disappointed<\/strong>, falling 4.2% on the month in February<\/li>\n<\/ul>\n<p>Germany still remains the key to the puzzle. After posting strong growth just a few years ago, growth stalled.<\/p>\n<h2><strong>ECB Meeting Minutes \u2013 March<\/strong><\/h2>\n<p>Policy makers at the European Central Bank were apparently discussing<strong>\u00a0more aggressive stimulus measures.<\/strong>\u00a0This comes in a bid to support the stalling economy. The\u00a0governing council spoke about taking fresh action in order to shore up growth, according to the latest ECB meeting minutes.<\/p>\n<p><strong>Policymaker concerns about the current soft patch in growth were the main takeaway from the monetary policy meeting minutes in March.<\/strong>\u00a0There, the central bank was unveiling a new set of cheap loans for banks. There were also promises from the central bank not to hike interest rates at least until the end of the year.<\/p>\n<p>Some members were of the opinion that\u00a0<strong>the ECB should not hike interest rates until March 2020.<\/strong><\/p>\n<p>But at the same time, member concerns also grew on the prolonged use of negative interest rates. The minutes showed that at least one member of the governing council wanted a\u00a0<strong>reassessment of the central bank\u2019s unconventional monetary policy tools<\/strong>.<\/p>\n<h2><strong>Concerns About Negative Interest Rates<\/strong><\/h2>\n<p>Similar to the concerns raised by policymakers in Japan, the ECB\u2019s governing council is also facing the same issues.\u00a0<strong>The ECB cut interest rates to zero in March 2016 while also lowering the deposit rate to -0.4%.<\/strong><\/p>\n<p>It is over close to three years now but there has been no evidence of sustained growth in the eurozone.\u00a0<strong>Continuous use of negative interest rates impacts the bank\u2019s performance<\/strong>.
